SkyblockLottery Plugin 1.8–1.12

SkyblockLottery lets players buy lottery tickets with cobblestone, with a 20-minute reset cycle and a per-player limit of 128 tickets per lottery.

Players can claim prizes, and if inventory space is insufficient, cobblestone is dropped on the ground instead of being held.
