To disable the feature and move the hotbar back down to where it usually is, open "Options…" in the menu, click on the controller icon to the right of "Controls…", then open the Settings tab.

To disable the feature and move the hotbar back down to where it usually is, open "Options…" in the menu, click on the controller icon to the right of "Controls…", then open the Settings tab.

Scroll down about halfway to the "Display" section and disable the "Console Hotbar" feature.
