F4SE plugin to remove the PCLevelMult flag from all NPC forms

So this plugin will remove the flag when the game is loaded and set the level of the NPC to either their CalcMinLevel or CalcMaxLevel - depending on what's chosen in the .ini.

This plugin has an .ini file that has a setting to allow you to choose what level the NPCs are set to when their scaling flag is removed.
